REST is just the style of designing API, you have http endpoints like http://kikebook.com/people/ and use 4 different kinds of http requests (GET, PUT, DELETE, POST) for different operations, like GET http://kikebook.com/people/ to get collection of all people, DELETE http://kikebook.com/people/1 to delete first record from collection and so on.
SOAP is somewhat similar, as it enables you to access services via network (like Perl function registered on SOAP server which does something), but it doesn't use plain http, it packs the data into SOAP envelopes. It's older and still used in some enterprise solutions I think.
