>Any time I gain fat, it mostly ends up on my ass and legs while my torso stays thin/normal looking

This is probably low T or something, how do I prevent this from happening, other than just being skinny, it's not so much the weight gain itself, it's where I gain the weight when I do that pisses me off.

What can I do about it, does anybody else know this feel?

fuck off. nobody is perfect, we all have imperfections, just lift and deal with it. do less squats and more upper body if you want to balance out.
