Depends on the your current state. If you are completely DYEL (and not how it's used memecally on /fit/, but for real), then this may take a few years of lifting (mostly upper body, though) and cutting, realistically.

But it's a good goal, nothing too far fetched, over-the-top. He's cut, but not incredibly so.

Go see a nutritionist. Educate yourself on what exercises you need to focus on. You are pretty lean already, abs will be simple if eating right. I'd work your shoulders and back, as well as upper chest and triceps to look bigger than you are. You might not look exactly like the guy in the picture...ever. Depends on how your body is really, as well as your training and habits. I would recommend doing as much research as you possibly can on form and diet. That will be your best guide to achieving results. With serious effort you could get results in a year, two if you are half assing it. Just don't take gear or anything stupid. It's not worth it.
