I use two ways, when combining top and bottom atm.
In the first "my-way-of-doing-it", the sweater has to be oversized so when tucking-in it will overlap the parting between the sweater and the pants, so you won't notice the awkward tuck-in.
In the second case, the sweater has to be perfect sized, (a bit small, since it needs to fit with the high waisted pants). The perfect sized sweater will be just exactly overlapping your belt, but only IF the your sweater is loose fitting, if it is elastic-fitting, then it has to be oversized and tucked(case 1).
What do you do when combining tops and bottoms? I just find it boring, and stupid looking, if you use neither of those two ways.

Getting tired of waiting desu. There are only so many vintage pieces I can find. Very few stores have high rise pants near me.
Besides it's only *just* appearing in more mainstream luxury brands. Who knows how long it will take for the style to trickle down.

are you supposed to wear them higher than you normally would ? or is the waistline part of the pants just higher so it takes up more space on the torso

You wear them at the thinnest point of your torso aka your natural waist; Usually located around your belly button, or a little higher.
I really don't get why we moved away from this. The can't slip down, elongate the legs and nip in the waistline. Even lard asses look better in them.
