Where do I find an long wool overcoat similar to pic related, that isn't designer item for over 400€ but at the same time isn't sub 100€ Asos/H&M/Topman fast-fashion that looks cheap?
Is there anything in between in 150-250€ range that is decent quality and value?
Example of what I'm looking for is pic related, Selected Herringbone overcoat that was 200€ but unfortunately long gone dead stock.

If you're willing to shell out a tiny bit more, you might find something at SuitSupply. Their cheapest coats should come at around the top end of your budget. They should also be miles ahead of other producers at that price level when it comes to quality and their website offers free shipping and returns anywhere.
If you like their cuts and material choices, I'd recommend them. You could also search ebay for coats from like Lardini.

Depends on what you pair them with.
Thinking about copping this coat once the sale starts. It's completely unconstructed and 50/50 wool and cashmere blend, so it should be really soft and comfy.
Mostly wear trousers in greys, navy, olive and dark brown.
Should I go for it?
