I swear this isn't as complex as it looks, just really specific.
Requesting whoever this is on the left, or anyone else with good bust. I care less about the character and more about the scenario.
She'll be wearing a nice white sundress, side-tie panties in a design of your choice, but no bra. ...At least she used to be, until some really strong upward wind kicked up.
Now her dress is above her head as she tries to hold onto it as if she were taking off a shirt and her breasts are being blown up towards her face.
Meanwhile her panties have become untied and are being blown against her crotch. They're about to slip out from under her, but luckily she's able to keep them there by holding her legs together, although I'm not sure how much longer that will last.
Feel free to omit some of my detail if that makes it easier. I'll be flexible as well as patient.

As for your sketch, the most important improvement to make is that her hair should be as affected by the wind as everything else is. In fact it should still be mostly on the other side (the now-inside) of the dress.
In order for her breasts to go towards her face I think the wind has to be blowing at her from the front with somewhat of an upward angle, so it looks like that's mostly a matter of where the pantie strings are.
If you can, try getting her breasts closer to her face (shorter neck? stretch them more?).
And for one last detail, please make one of her eyes closed.
Now that I've typed that all out, it seems like I'm being really picky, so just tell me if I'm asking for too much.

Even if you're still going to make those changes, this looks pretty damn good as far as drawing quality goes.
...one last little thing, I think it'll look better if her panties don't seem to stick to her body. Also since you seem to have changed the hair, it still shouldn't be on her breasts like that, the wind is strong enough to lift her boobs after all.

Unfortunately there's not much like like this that I can find, but I think it's a matter of the fabric and strings flow in about the same directional line. The string should be pulling the rest of the panty in the same way that the string pulls itself. If/when you move the strings to be more upward try to make the fabric look more ruffled or something.

The worst was one where this guy asked me to make several changes to a finished drawing I made for him. Then a couple of threads later he asked for the same drawing again. Exact same character in the exact same pose and outfit.
I was tempted to just post the drawing I had already done for him out of spite, but you have to understand people who are doing these drawings are doing them for free. They don't owe you anything.
If you want to get bossy to the person drawing a picture for you then get a paid commission. At least in that sense the artist actually owes you an image within an agreed upon time frame.

Would you be willing to make her hair go up more? Perhaps not quite in the extreme, locked-straight way in pic related, but just generally following the angle of everything else.

It's fine to ask for mild changes imo. I didn't mind making some of the changes for him. What really upset me was when he made the same request almost right after I drew the image for him and made all the changes he asked for.
It was basically like he told me, "Yeah, all the work you put into this for me. It's shit. I want someone better."
Which to be fair, I'm not the best artist. Some people like my more cartoony style but most don't.
