The hilarious thing is that gyaru was actually a really popular style for a significant potion of Japanese girls during the late 80's an early 90's, kind of like American "valley girls". This is basically it. In Japan/If you were around in the 90's, ganguro was also a pretty big fad that defined a generation of young whores, so a nostalgia factor could also add to it. People always claim it's making a comeback, and I'd love to see it, but in general, I dig the gyaru/kogal generation because of how uniquely slutty it was.
It's kinda like how some people in the US dig super big-hair-permed blondes with clownishly gharish eyeshadow and spandex workout clothes. Sure some people look like that now, but it was mostly an 80's/early 90s whore fashion thing, so it's a nostalgia factor of attraction for some people.
Some people just don't like gyaru because they didn't live through it, but even back then a lot of people just didn't like the look. You kinda have to have a mixture of a bimbofication fetish and knowledge/memories of early 1990s Japanese schoolgirl/kogals, in some cases.
