It's hard to decide between the two options you've laid out - both can be equally amazing given the right sort of context.
As a fan of BE, inflation, and other such things, I'd vote for lactation occurring as a climax, at the pinnacle of pressure and growth. Finale sounds quite good in that respect.
However... this depends on whether you're going for boring, normal anatomy, or are willing to bend the laws of biology / physics in regards to how those lovely new breasts function.

Alright, now that I've given it a read, in addition to my prior question about the difference, I guess I'd say that the only thing standing out to me is the size of her breasts.
For one thing, cup sizes are awful ways to describe stuff. They vary and some of them are practically interchangeable. Use descriptive language, because otherwise all we know is they're BIG.

Author here, I'm rather hesitant to include real pregnancy because pregnancy involves very real, lasting ramifications that don't simply go away, and I find it a bit hard to ignore the reality of that even in a fictional story.
That's not to say I don't enjoy the IDEA of pregnancy though, just that it needs to be done carefully. I prefer pseudo-pregnancies where the breeder doesn't have to deal with consequences afterwards (e.g. a tentacle creature breeding its offspring).
