I think it should be more than overall weight or even percentage of body fat, but body type in general. Yes a fat woman is generally going to have larger breasts than a thinner woman, but she won't necessarily have remarkably large breasts for her weight. If she tends to store fat more in the hips or abdomen instead of the chest.
Other factors need to be involved too. Physical ones like height, coloring, etc, and psychological traits and backgrounds.
