Dude, you need to blend them. With the freckles on another layer, use blur effects on the freckle layer while keeping the original untouched. Have a look at the pic to see the difference (though without the layers, I had to blur manually, so this isn't an ideal result). This isn't the only way to do freckles but it's what I do when I do it.
Also, as aside, freckles taper off as you get to the wrist. The don't stop like a sleeve, and usually aren't present at all on the underside of the forearms.
