It was a 20 minute, well animated episode of the most fanservice laden series imaginable, entirely focused on a girl who's growing gigantic and can't stop. For a TV anime, it's got the highest tier animation you can expect. Compared to a lot of the trash that's aired, or hentai tier, or kids stuff like Precure that's been mentioned.
It's not "holy shit" film or OVA quality, it's not the sort of exceptional sakuga that sometimes goes into adrenalin fueled fight scenes, but it's definitely upper percentile animation. Things have some shading, weight, depth, fluid movement when things move, no evident QUALITY.

You fundamentally misrepresent or misunderstand my position. I'm not even sure you understand what the words "expect", "standard", or "disappointed" mean the way you bandy them about.
I am not nihilistic, I am realistic. It's not that everything is, was, and will always be shit, it's that I do not expect anything targeting a mainstream audience will truly cater to me or those who share my interests, and I appreciate why that is the case. It's not worth the money to do the animation necessary to give a real impression of a truly enormous character for more than a few seconds. It's possible even without violent interactions that would alienate the target audience, but it's not worth the effort. If I see it happen I'm not going to say "well fuck, it can't be good so it isn't." I'm not going to smack my boner down and say "NO, we will NOT be enjoying this."
