If he did go full anthro the jaw and most of the head would be more pig shaped. The only problem is that pig teats are tiny enough that they don't store much milk - they're pretty much a direct conduit from the milk line to whoever/whatever is nursing on that teat - that milking wouldn't do much good.
Add to that the fact that sow teats are so relatively small and numerous, that milking machines for piggirls would be more elaborate and harder to routinely attach than the simple 4-plug machines used to milk cows (and presumably cowgirls).
Really, women would just be left dribbling a slow dribble of milk all day from up to 14 swollen tiny tits running down their bellies with no one way to really alleviate that aggravation, short of stripping naked, lying on their sides and praying a dozen piglets show up to nurse the milk out of them.

Another idea is to have every woman have a pig to swap parts with as both change, so as a victim's hands start turning into hooves, the hooves of that pig (which might be on the other side of the world for all anyone knows) start turning into her hands, until after a few weeks or months, all the parts have been swapped.

One of the appeals of pig TFs for me is how the victim would have a hard time understanding just how much of her flesh is truly human anymore.
