I don't know how long you were into Ranma 1/2, but in the later chapters of the manga at least Ranma faces off against an enemy that does that. I don't remember the dudes name, but there was a guy form a martial arts family that would use the cursed springs to turn wild animals into women, then marry and have children with those women so that the human children would have animal strength. I think Ranma had to fight some guy who's mother was original a tiger or something.
