At least SW had moments where it somewhat developed it's characters. Bendis is literally just throwing characters into situations and is going 'this is what happens'. There is no plot, foreshadowing or 'quiet' moments. It just the heroes been thrown into situations and the plot has got no fucking clue where the hell it is going...

Vanilla Hulk has no set limit on strength and his size shifts based on mental state so blaming the experiment going wrong and creating a super Hulk that can kill half the Marvel Universe does not necessarily hold. The experiments aren't really necessary for the imaginary Hulk that kills them.

At the moment Tony and the Anti-Minority Report squad are just in-house opposition. They go along with what she's doing but get really pissy about it.
I think I know what the real issue is, Bendis wanted so badly for this to be an equal argument but his utter ineptitude doesn't allow him to successfully pull that off.
We're all pretty much programmed to be team Free Will so he probably assumed everyone would just naturally be on Tony's side, so he put all the effort into making Carol not seem like a fascist future cop. She's only hunted down acceptable targets and this being the only real instance of overstepping and infringing on the rights of a relatively innocent individual she was civil with him and his death was purely due to the actions of a rogue agent and they're holding him accountable for said actions. The only stupid thing she's doing is trying to charge people for crimes they would've commit rather than charging them for the crimes committed already. Tony meanwhile only has emotional arguments and saying "it's just a theory". Meanwhile everyones chirping off all their arguments against how Minority Report ripoffs always playout without realizing they have no actual relevancy here. So in an effort to try and make the story argument balanced, he made it completely unbalanced.

Phyla is dead, and Pym may or may not be dead depending on how the Pymtron thing works out. I'd argue that Tony is smarter in this since his whole "futurist" thing literally means that he basically DOES know the future, in general, meaning he can plan around it.
