That being said the sales are better than Inhuman making it one of few titles to get better sales after the relaunch. Shapeshifting, super healing, and psychic powers are all completely different but they're all MUTANT POWERS because MUTANT GENES. Oh, want a character that can give anything lime-cherry flavors? It's not about "genetic predisposition" in-universe. It's about a template that's entirely too similar to mutants.

Honestly It kinda is but I think that's on accident because Marvel (especially BENDIS!) is tone deaf and at worst don't see it or at best don't care and use the outrage for publicity.
If you think about it Inhumans have always had problems with humans and mutants. Because they were disposed from their world they came as immigrants to ours. Instead of assimilating they proceed to sequester themselves and others. To increase their numbers they release the Terrorgen cloud which kills humans and mutants but keeps their Inhuman brood intact and makes more of them across the world. This allows them to infiltrate several places/governments in the world and use the various "gifts" these nuhumans have to instigate their New Attilan Order which is heavily rigid and caste based like a caliphate. As Medusa claims religious tolerance and anything to stop the rampant cloud of purging mutation (reference to Jihad probably) is considered an act of war against them, she also states that stating that Inhumans are the problem because they are complacent in letting this cloud and the Inhumans it creates wreak havoc is bigoted hate speech (muh Islamaphobia). With Ulysses they plan on converting the world into following their will because he's their prophet and can see the future that is "best for all", which can lead to profiling or at worst political manipulation by falsifying his visions which would allow Inhumans to claim anyone was a criminal and have them spirited off into a Negative Zone Prison, especially since Medusa is screwing Johnny and he's completely whipped. Tony being Tony kidnapped Ulysees to see exactly what his power was and caused issues with Inhumans so they sent him a message by stealing his money and doing a minor personal attack to intimidate him but Medusa went fish-face during her Sharia Law speech when Triton and Maximus blew up Stark Tower and caused 911 2.0. This civil war with other tie ins is overall Gas the Muties and Race War Now!
