HL3 comes out when the Steam Engine 3 does. They are working on Steam Engine 3, using Left 4 Dead 3 as the test game which we've had leaks of.
All the Orange Box threequels will come out in SE3, including L4D 3, Portal 3, Half Life 3, and likely Team Fortress 3.
So...I'm betting the main story is planned to end with the release of Team Fortress 3. Which they hopefully transfer the items from, I'm not giving up my Strange Festive Wrench. I got it when I started playing, my first hat purchase was a Christmas light hardhat to match, I am not giving it up.

They're adding ranked competitive mode now to compete with Overwatch.
But TF2 is in a good place where you can play it AND another shooter and still have fun. Its strength is in how casual and amusing it is, so I doubt it'll ever really die.

But ultimately they got lazy due to a lack of competition (and it really was a lack of competition- no matter how good other games looked, they ultimately failed themselves because of bad server issues, lack of support, never leaving beta, etc).
Now it's like they've been asleep for so long and Overwatch blasts into the scene as a fully realized game and stole the spotlight and it's to the point where there's really no reason for new players to go to TF2 anymore.

HOTS is fairly well balanced at the moment. A few heroes at the bottom, but other than Kerrigan, most heroes are fine to decent in pub play. In comp play, most warriors/supports see regular. Most assassins see regular play outside of like Butcher, Kerrigan, Jaina, and Nova. Most specialists also see niche play.

They've always been the weakest. They're practically non-existent in the competitive scene, where you are limited to six characters a team.
The strongest characters are the most mobile combined with higher DPS. No reason to have a Heavy or Pyro when you can have two Scouts and two Soldiers.

Engineer SOMETIMES sees play on certain points depending on the map, but it's rarely anything other than the last point. Spy is almost nonexistent. Sniper sees occasional play, though it's usually a Scout swapping off for a second to get a pick, and then immediately swapping back to scout.
Comp play in TF2 is a joke. Even Overwatch a month in has a more varied competitive scene.
