As far as I can tell:
* Was brought into write and draw JLA as his own big, epic thing.
* JLA didn't do too hot in sales, and the workload made Hitch consider stopping. Johns said he'd do some crossovers with the main JL book at some point, perhaps to ease things for Hitch.
* Johns crafts Rebirth, but I'm guessing he also promised to still work on JLA and do the crossover.
* Then he gets more and more wrapped up in the movie side of DC...
* So, rather than boot Hitch off JL, Johns lets him keep the book as an apology for toying with his emotions/expectations.
That's my best guess, anyway. There are any number of DC writers who could have done Justice League and done it better than Hitch -- I just think they were forced to use Hitch.

You have to think of it in terms of when he got popular. He was big when the predominant artstyle was Image and/or manga-influenced, where the popular artists were Todd McFarlane, Rob Liefeld, Joe Madureira, J. Scott Campbell, Joe Quesada, and others. The only "realistic" artist popular around that time was probably Alex Ross.
The storytelling Hitch and Ellis did together had very noticable differences against Pre-Hitch Ellis Stormwatch, too, and it eventually led to a change in mainstream comic storytelling where there was even more emphasis on "widescreen" and all that.

They all take place sort of around the same time but not literally concurrently. Like maybe one book's arc is Monday and the next book is Tuesday or something. Basically no issue literally shows every second of a character's life, there's always room for a side adventure here and there.
Really wasn't a fan of this. Art was awful and the story was generic. Did anyone else get really bothered at how excessively the words were bolded? It was literally like every three words sometimes.

I don't know about that, either. I mean, it was probably a fuck-up, but I think Hitch was OK with doing JL Rebirth and, by necessity, delaying JLA's completion. It's probably why he himself went on Twitter to say that the rest of JLA wasn't cancelled but he was going back to work on all of it -- an editorial mishap probably wouldn't warrant his input.

That has the same problem, though, because earth being unusually attacked by shit is also a narrative convenience. Whether it means compared to other universes or not, it's still calling attention to a problem that only exists because it must for the stories to keep working in this kind of endless serial universe. And since it can never be satisfactorily addressed, it shouldn't be so careless brought up and reminding us that, yes, the universe doesn't make sense. We all know it doesn't make sense, but we're willing to go along with it regardless. But if you keep bringing it up like you're being all smart, we're not going to be able to do that.

Hal has been off the book longer than he's been on it since the New 52 started. It doesn't seem like Jessica or Baz are actually other than reserves, pulled in as and when needed, and it sounds like they are the GLs for this sector, so it makes total sense. Now, I agree on you that Victor is useless, unless they started to do a lot more about cyber warfare and things like that. But it really can't be done in an exciting fashion to depict say some villain or terrorist threatening to shut off the grid or steal everyone's money via EFTs. And this issue is an example of where his boom tube and other shit they used to upgrade him is worthless.

I think I've only ever really seen it work in Marvels. Partially because it was good enough that I'm willing to cut it a bit more slack, but also because it tied it into the constant waffling of the citizens of the Marvel universe on Heroes, something heavily focused on in the story. It allowed the Mutants to be the ones who continually represented the part of the Marvels the rest of humanity hated and wrote an interwoven enough story to justify it more while making the tension serve the story. It wasn't just making the disconnect be tied to some bog standard "OC aliens attack earth, Justice League fights them off" story.
And because it's an AU that takes place in the middle of the 20th century, rather than a sliding timeline meant to keep pace with the main 616 universe as it existed when it was written. This allows the more psuedo-science bits of the Mutants, that they're going to "replace" humanity, have a bit more of an actual basis because it's in the 60's anyway.
It doesn't get around all the problems, the primary of which is that there is no way to tell who is a mutant and who simply has crazy super powers without a genetic test. Not all mutants look a like and even all of them look inhuman. Some inhuman looking Marvels aren't mutants, and some human looking ones are. The only real way people know who Mutants are is through self identification. And when the story wants it so that spontaneously developing powers is obviously an X-gene mutation to everyone and no one tries to see if it might be something else.

Jessica was picked to be the Power Ring (Earth 3 Crime Syndicate lantern) towards the end of the cluster-fuck that was Forever Evil. He got killed or killed himself, I don't even care to recall, she was picked, she's figured out how to become good and over come the evil or maybe now she's an actual this universe Lantern, yadda yadda.
