This is a good one. It's always interesting and rare when he pulls back the meta-narrative to make room for contemporary criticism.

I like to try to figure out the thought process behind some of these strips
You can almost see it in this one. He wanted to do a strip along the lines of "my dog ate my homework," but that's too standard. He has broken free from the shackles of logical progression of ideas, and is free to mutate the concept into "my cat is doing my homework" instead.
And then obviously that would be cheating, so Iggy isn't allowed to and Mr Nutmeg has to gently admonish him, as a good caretaker would since his father isn't around to do it.
And finally, Heathcliff is a cat and as such obviously incapable of doing homework. He could have just had him do the homework anyway, but that would be too simple, it wouldn't follow the rules the comic has established for itself. A small overstepping of the line between sensible and ridiculous is a mistake to be avoided. Vaulting over it is an acknowledgement and a dismissal of the boundary between the extreme mundanity and the absurdity that makes Heathcliff so confusing and intriguing.

It's actually a nod to an earlier strip wherein Heathcliff attempted to fill out taxes wearing a similiar garb and (ostensibly) casting similar magic. The first strip is obviously evocative of the common joke that filling out taxes are an arcane and little understood art that stands on no true logical basis.

This prior knowledge gained the new strip conjures for the responder, information that is not at all apparent on first viewing. One implication is that Healthcliff (and more importantly Iggy by the transitive property) views the assigned homework as confusing and illogical. It can be further assumed that Mr. Nutmeg does actually understand it, for he warns Iggy that Heathcliff should not be allowed to perform magic over his homework.

It's a classic dichotomy, that of the wizened old man attempting to pass on not only knowledge but understanding, metaphorically disguised in this at first apparently nonsensical framework.
