Reverse Flash probably won't be his own character, since NRS doesn't seem to be as creative with superspeed as they are with gadgets (Batman/girl), Kryptonian powers (Superman/girl, Zod), or power rings (GL/Sinestro)

This doesn't sound that bad. The fact that Flash has Gorilla Grodd and (probably) Captain Cold in the game is already a pretty good deal.
I'm sure they could come up with a unique moveset for Zoom, but whether or not they cared enough to has yet to be revealed. In a world like Injustice, who could really stop Zoom?

Most of those are good ideas. Spit the girl and boy Kryptonians into two characters, make Nightwing and Batwoman share a moveset and stick Batgirl and Robin together.
Harley should be her own thing but the Joker-likes work. Grodd is the only one of the Heavies that wouldn't work since they'd want him to have TK powers.
Other than that though you're spot on.
Out of the first game DLC (ignoring Scorpion), Manhunter and Zatanna have a better chance of returning than Batgirl and Zod
