No, Wally raced Clark earlier in an Adventures of Superman issue, Mxyzptlk forced them to race. Wally won that race btw, and this was back in the days he could barely get to the speed of sound.

It's just a plain (heh) great idea for a Flash story, and it's a shame one-off stories like that are becoming less and less common. One of my favorite issues from Waid's run is a one-off issue as well.
