It's not. They just have Wonder Woman who's simultaneously a gift and a curse. DC's got plenty of great supporting female heroes, not many of whom could carry a solo movie (and as long as Snyder's in charge we're never getting a Ma Hunkel period film). Marvel is in mostly the same position; Captain Marvel is a legacy character and they're pushing Carol because they need a solo female hero movie and she can just about support one, Kamala is popular but has little to her name and she needs an actual legacy character to get behind in the first place.
In terms of seniority and proven market appeal it should really be She Hulk, but she's too awkward to pull off, she's a Hulk and that's hard to sell in a solo movie, and they have to pay Universal so it isn't happening this decade. Wasp is finally getting her due in the next Ant Man movie, the X-Men girls are still tied up at Fox, Spider Gwen is a fucking variant cover pin up that somehow became a financial success but they're too busy getting Spider-Man just right at the moment to bother with spin-offs. Misty Knight's going to be in Iron Fist TV, it's anyone's guess when we're getting Monica Rambeau. Who else does that leave Marvel? The only other female character I can think of they could push with any decent solo material to her name is Elektra. We're getting Carol because she's the best option available, and even then she's a risky proposition. Casting Larson's a good first step though.

Carol's a thing because Marvel doesn't have an answer to Wonder Woman. She's a blonde white woman who can hit things really, really hard. She's safe to market - I guarantee you they'll whitewash her past and give her an entirely new background.
They want little girls to wear Carol shirts and Carol backpacks, then they want you losers to go get Carol posters and Carol body pillows. She's not a man because they've already got a ton of those and she's not black because people is racist and it wouldn't sell nearly as much.

since they showed a stick with the Jocasta AI when Tony was installing Friday, seems like it's at least on the table.
I kinda want them to do a mash-up of that and Rage of Ultron. have it end with Tony and the Sentient Armor mind melding to create Superior(-esque) Iron Man, who quits heroing to found the MCU Illuminati.
Then they can have it that he never takes the armor off, allowing them to just recast someone that sounds kinda like RDJ for all future appearances. Would be a solid send-off to bump him from frontliner to supporting character (and plot enabler.)
