Oona was created later, and was a deliberate attempt to improve on the things that were done badly with Bubba.
Basically, Bubba was a Mary Sue. He LIVED WITH Scrooge to get him into as many stories as possible. Everyone except Scrooge loved Bubba and was always telling him how cool he was. He had a dumb, scene-stealing pet dinosaur that was supposed to be cute and acted like a baby for irritating "aww" factor.
Oona lives on her own, doesn't need a pet, and is funny because she's practically radioactive to the rest of the cast. She has a crush on Gladstone and is the one person who can jinx him.
If there's going to be a caveduck in these comics, Oona is the way to do it right.
