There is literally nothing to suggest they can.
The reason homeworld decided cross gem fusion was taboo and illegal is because it creates something new that isn't in their plans and outside their ability to control. Homeworld is a strict dictatorship where any deviation from your role is a punishable offense at least from everything we have seen and heard.
