All books have a lot of trash and/or terrible runs. But the best of batman is better than anything superman. I can't think of any superman book that comes close to Miller's stuff unless we count something like Kimgdom Come but that's more of a JL/DCU book.
Writers may have to be more inventive to come up with something that's a challenge for superman but he still always wins just how batman always wins. He also has inferior rogues.
