No. That's just Estelle getting better as a voice actor. Initially they wrote Garnet as not having many lines because they didn't want to over burden Estelle due to her not being a professional voice actor, and because they knew how important her voice is to her main career. As she grew to love the role and got better at voice acting (and you can hear her improve over time), she wanted more lines, so they gave her more. Now she speaks about as often as the other two.

I've seen a lot of people complaining about Steven's "development" being screwed up in this episode when he refused to kill the cluster
But correct me if I'm wrong, isn't Steven's entire character path up until this point (and probably into further episodes) based on the new pacifist perspective he gives the Crystal Gems and all other gems?
The gems (as we've seen through the past two seasons) are an inherently violent, dominating species. So isn't Steven's destiny to resolve the conflicts between the Gem race and all other life? In that case, why would it make sense for Steven to "develop" by killing the cluster?
