Because Byrne thought the Sandman should be a villain because he was on the FBI's Most Wanted List in the original Lee/Ditko story.
Yes, it was a fucking dumb reason and Brevoort did attempt to fix it a little bit, but after Quesada came on board some people somehow thought Sandman should still be a villain while others remembered that he shouldn't be.
