I like to imaging that they enlist certain species for certain roles. I figure wolves are the best overall for marines, smaller animals like foxes maybe would be good for being tucked into small maneuverable aircraft, and larger species like, say, bears could be used for heavy equipment such as artillery.

I don't think that really applies in this universe, since the animals seem to age at the same rate that humans do, so their biology is likely closer to humans than it is to animals.
If gestation period were the same as it was in animal species, then wars would be fought with smaller or faster maturing animals almost exclusively, which doesn't really mesh with the discrimination that Judy faced as a rabbit. Her species would have been heavily associated with the armed forces, especially since rabbits are so fast and nimble, so being thought of as a lesser-than wouldn't really work. She could be thought of as disposable, though.
On the other hand, Bonnie and Stu had 250+ children, but that could mean utterly enormous litters and that Bonnie was basically pregnant (or getting there) 24/7.

I'm pretty sure it was a matter of months between Judy finding the missing mammals and finding out about the nighthowlers. This puts a more human gestation period on Fru-Fru, who would probably have the fastest pregnancy out of any of the characters if they went with real-world by species. I'm pretty sure with all animals having the same basic bipedal anatomy and a shared language, having a uniform gestation period would be the way to go (though it would make sense to allow a little variance of a few weeks/a month based on species)

I think the world of zootopia operates on a city state style of governance and international affairs style power system. So Zootopia exerts influence on the nearby smaller cities who pay tribute in different forms in exchange for defense. But because zootopia was the first to take advantage of diversity and using the different animals for what suits them best they basically became a sole superpower in the global system with no other city state being able to match its influence due to its massive resources leading to most likely world peace under zootopia's (most likely) massive conscript army.

A bright-eyed, optimistic male chinchilla makes it onto the force and is determined to prove his species isn't just "cute", but that they can actually be good cops too. Nick and Judy's story is more focused on them and something that's not as far reaching as the dramatic case the chinchilla officer is working on. At some point they get back to the station and are annoyed to have to push past a mass of reporters attending a press conference about something or other, some important case a newbie officer solved.
When Nick and Judy's climax comes,(heh)they suddenly realize the story/case that was so important to them has been completely overshadowed by the exploits of the two other characters that we've only seen bits and pieces of in the background.
