Grey morality doesn't really work in Star Wars. Like in the Clone Wars, it was rare that we ever got a bad guy on the Republic side(Sergeant Slick, Pong Krell) mostly because the morality of the setting is starkly set between good and evil. But I'm sure Rogue One will fix that.

Who knows man, the Empire is just a faceless enemy at this point and the writers seem to want to keep it that way. Barring Kallus' 'redemption'(which is bogus even after Zeb forgave him for having a hand in killing his people) there are no other Imps to even have this line of questioning with, they're all dead and Filoni and the writers aren't making new ones.
But yeah, with the making of Rebels I had hoped that there would be some characters that were on the Imperial side that could have their viewpoints challenged over their continued time throughout the show, or been actually ok people from the start but still loyal to the Empire as a whole.

It's because Rebels is about the crew of one ship.
That's literally the reason. Every single episode is about the crew of the Ghost, without exception.
The Clone Wars could have episodes like that, because the protagonist of The Clone Wars isn't Anakin, it's not Obi-Wan, it's not Ahsoka. It's the entire galaxy itself, the same way the cathedral is the protagonist of the novel Hunchback of Notre Dame. So you can have episodes that are about just about anyone involved in the war, because the point of the show is how the war is transforming the galaxy.
To put it differently: Rebels is to Firefly as The Clone Wars is to Game of Thrones.

Clone Wars it felt like there was always something going on in terms of action or fun. In Rebels it feels like 3 episodes of filler shit then 1 good burst of amazing. I don't like that. Is it a budget problem? Is it a "Children's Show" problem? I honestly want to know what it would take because this show has so much potential to be the Season 2 Finale all the time and it doesn't seem to want to do that.

For some reason, the Rebels version of "Heroes go into caves to rescue their friend" is just inferior to TCW version. A bit of both. Bear in mind that TCW was also a 'children's show'. But Lucasfilm may be playing it a little safer under Disney's watch. And difference in budget is definitely there as well. Disney only gives them just enough. Whereas Lucas would take money out of his own pocket for the extra mile when TCW was in production.

And Phoenix Squad has a larger fleet now than at the start. Fewer blockade runners and I still miss that Pelta-Class, but the Imperial Light Carrier and their new cargo hauler aren't bad. Somewhere they still have a Gozanti, the TYE Die Fighter, and an Inquisitor TIE.
Honestly only the space whales still seem the least likely to be important, but I could be wrong. And then the Rebels bomb the hell out of the Inquisitorial HQ using hyperspace whales stuffed with rhydonium.

That Cylo stuff is weird. I remember when we found out more about him that the threads were speculating he must have something to do with Sheev's hope for immortality, which is why he's indulging in such weird experiments in cybernetics and making fake Force users via technology.
I suspect ultimately these experiments won't matter to the Emperor. Cloning just isn't enough. Yoda talked about how in the eyes of the Force each clone trooper was unique. Same genetics (mostly), same training, same food, same environment, but they naturally deviated from each other over time and became individuals.
A clone Sheev could be created the duplicates his original memories, his brain pattern, but what would he be like in the Force? If it's not truly him he won't care. It would be a meat puppet that thinks it's Sheev but wouldn't be the same. That's not what the Emperor wants. He doesn't want copies.
He's also doing something unspeakable to Force kids, and they've hinted that what he wanted to do during TCWs to make psychic spies was just one of his ideas. Odds are he's doing all kinds of experiments aimed at manipulating the Force within the body.

There are a variety of reasons. The competent Sith are loyal to Vader and the Emperor, and there's no fucking way they're going to be more afraid of Maul than those guys. Maul's not even willing to face Vader 3 on 1.
Ezra's young. Ezra's malleable. Ezra is already willing to fight the Empire and is already kind of dark side inclined because of his emotional attachment to what the Empire has done to him and his loved ones. Ezra's also got that classic "I'm totally ready to do it on my own, I just need to get stronger and I feel like the current way I'm doing it isn't good enough" angst that the corruptible have. That's a gigantic, juicy "I'm super easily influenced to the dark side here" sign for any Sith.
