Well, Ozpin's previous guardian/guardians which may or may not include Summer failed/died because he's looking for a new one. Then Pyrrha died. Now Ruby who is the other person Ozpin paid special attention to and who Qrow talked to seems like she's next as the simple soul. We also know that Ozpin and Salem has done this thing before from her monologue. Granted, we don't know how many came before Pyrrha, just that there was at least 1 so it may not be appropriate calling it a cycle.
