Considering that Ciel was apparently 'ordered' to spend time with Penny, it seems likely that Ironwood or someone else arranged it so that Penny wouldn't wonder off during the tournament and cause scenes like V1E16 and V2E3. I mean, he even had her to heel when he interrupted Qrow vs Winter.

Well Ciel was her actual team mate. Since it was imperative to pass Penny off as a genuine human student of Atlas, to the point where even Ciel wasn't supposed to know about her being a robot, I wouldn't be surprised if they arranged a legitimate team for her well in advance. Ciel could've been on Penny's team for an entire year or more.
And Ciel was probably entrusted with keeping an eye on Penny because Ironwood couldn't be around her all the time, he presumably had other duties to attend to. Plus it would probably seem a bit odd if a headmaster was seen spending too much time with one particular student.
But metawise, yeah, she only existed because teams were needed for the tournament.

OGT actually made Neptune somewhat respectable and Sun deeper than in the show.

And Spectrum gave Pyrrha some real character flaws that brought her down to earth
