It's not the story of Judy or Nick. It's about their place in a larger system. The city itself is an incredibly strong character in the movie. It's open for a million stories to come forth.
The main tale of the two MC's is one thing, but there's a reason it's not called like The Bunny's Tale or some stupid shit like that. It's because they really focused on a theme and a message and built everything around that.
Everything in the movie draws back to the central theme. The buildings for creatures all sizes, the animals all cohabiting in the city, the design of the fucking roads even.
They built a believable world which resonates so strongly with viewers that while they were busy being distracted by howCUTE!the bunny is, they never realised they were soaking in the city.

The visuals look nice but that's really all the movie has for it. We're talking about worldbuilding not how pretty the visuals are.
If you want to understand worldbuilding look at Harry Potter. There are so many random little details that have been explained just so we as the viewers can get an insight and understanding of their world. Avatar comes nowhere near in explaining the details and instead throws pretty looking visuals up on the screen to distract you from how bad the plot is.
Zootopia on the other hand has tons of details everywhere. Tiny trashcans for the rodents, they show how smaller animals can interact with the bigger ones, cars designed specifically around each mammal type, districts designed for the type of animals that would live there, etc. I could go on for a very long time.
Avatar has very little worldbuilding. Pretty visuals; little to no substance.

I got to see it with both a crowded theater and with an empty theater. Both are great for different reasons. With a crowded theater there's this dynamic energy in the room, and you really get to feed off of the audience's reactions to all the different emotions that the movie throws at you.
With an empty theater, you get more of a chance to just sit there and contemplate your own personal reactions to every scene. I noticed little things in the empty theater that I hadn't really picked up on when I was watching it with friends in the crowded theater. I was more "in" the movie than when I saw it with the crowd.

The audience would be disappointed if Nick and Judy aren't the main characters. Even though the world is big enough that you can make it be about entirely new main characters, why would they? There's still plenty of story left to tell about Nick and Judy, and Zootopia was really their story. It wouldn't feel like a real sequel if they weren't front and center again-- it'd feel like one of those sequels where they couldn't get the main actors back and no-one likes it as much as the original.
I think a TV show would be a great idea but it should be there to bridge the gap between the first and second movie, not as a replacement for a second movie about Nick and Judy. If they wanted to do something with different characters, maybe they can make a series of shorts set in Zootopia and release it on home video as a special.

4K is actually going to be an extension of Blu-Ray. The Blu-Ray discs themselves are expandable and very versatile, so it will be like buying a 3D blu-ray where you'll get both the 1080p and 4k versions in the same box.
4K and streaming will co-exist, but 4K is going to keep physical media relevant for a bit longer that it might otherwise have lasted. It should also be taken into consideration that much of the world still does not have access to high speed internet. That's not to say they're using dial-up, but it's still way too slow for 4k streaming or even 1080p.
For me, it's a matter of the shelf. I like my shelf, and that's where my favorite movies get to stay. If streaming takes over then maybe I'll get another few square feet of wall in my living room, but I will miss my shelf and the special place that all the movies on it have earned.

I agree that they did a tremendous job of workbuilding an interesting world, but you got your production a bit jumbled.
First it was Savage Seas. A story about Nick as a spy and Judy as some kind of sailor.
Then it was "Zoodystopia" with the shock collars.
But it wasn't until they showed the Zoodystopia animation in-house that they decided it was necessary to make the city a place that one would actually want to save. And the more positive outlook is also why Judy became the lead character and Nick her partner rather than other way around.

The reason The Thief & The Cobbler turned out to be the mess it was was because Williams was insanely meticulous and spent a shitload of time and money on the project. It took fucking twenty years, and even then, it was incomplete.
That kind of insanely smooth and detailed 2D animation just isn't cost-efficient.

In the original concept for Zootopia, all predators wore shock collars and were treated as second-class citizens. Judy was a racist cop who initially believes that all predators are bad news, but slowly warms up to Nick over the course of the story to the point of removing his shock collar for him.

It would be a completely different movie, you simply can't 2d animate on that scale and with that amount of detail without employing the entire population of Korea, it doesn't make financial sense anymore. 2d animation still has a nostalgic place in my heart but 3d has so many benefits that it is obviously the way forward.
I dream of a future where computers are powerful enough to render these movies in realtime and you can interact with them, imagine a VR movie where the storyline dynamically branches depending on your observations and you can move the camera around as you want, getting right up to the characters!

It looks like they had a pretty lengthy script, but they just couldn't come up for a logical reason for the protagonist's actions. No one could comprehend why Nick would want to reform a shithole like Zootopia, since pretty much everyone considered the entire city to be a lost cause. It might have been considered to be too cynical an end for the hero to up and give up on everything and run away at the end.
Also, as another anon said, no one could relate to such a weird dystopian setting, and it's hard to deliver a message if no one can relate to the story.

All the things said like likable characters, great world design, and even good reason for why we're using anthromorphic characters as well.
But one thing I gotta give props to though that's maybe not given as much attention is the overall screenplay is really tight. Like, every scene and shot served a purpose and continuity in particular is great, right down to that note on Bellweather's desk with Doug's phone number.
Like, it's just a really tightly written solid movie imo. Nothing wasted.
