At that point in the movie, I like to believe that it's kinda and not-exactly.
They like each other more than friends but are not willing to admit that it has crossed the romantic threshold yet, not to themselves and not to each other.
Judy knows she likes Nick and is falling deeper and deeper but she doesn't want to admit it to him yet, so she couches it in friendly ribbing and joking. But she admits it to herself and she thinks of him when she's alone at home, sniffing an article of clothing of his or staring at their pictures together. She doesn't know if Nick feels the same way about her, which is the primary reason she doesn't go all-out.

Isn't the whole point of the movie that all the animals are different but in the end also the same? An interspecies romance of Judy and Nick would drive that home quite well.
Plus they actually grew to care about one another as the movie went on. It's good romance wasn't forced in, but not shoving it in it let Nick and Judy actually learn about each other. Their pasts, prejudices, helping each other overcoming them? They're soulmates.

Well, what I like to do is 'chum the waters' and see who bites. Post a test/trial story and see who likes it and who doesn't. See what you need to improve and read the more popular fics to see how they do it. Be warned though, FF.net is like 90% ass-kissers and most of your reviews are gonna have people sucking your dick for something that you don't even think came out all that well. Not sure what AO3 is like as I've never used it but it's worth a shot as well.

I write mostly on a tablet. Jailbroken iPad, using Quickoffice. I guess it'll also work on any Android device.
I have one major textfile for each fandom where I just write down ideas separated by separators. When an idea gets big enough, it gets its own textfile. Then if I have a real story series, the story gets its own textfile, the primary one with the outline and other details. Each chapter gets its own file.
When I write on a chapter, it's a cheap simplified outline first, then under each major plot point I start to bulk out the scene(s). Then when all scenes are bulked out and good enough, I slap it onto my PC so I can stitch the scenes together into a coherent narrative. This is when fixing/spellcheck/grammar comes in. Not before. When I write, I make sure to just throw away all inhibitions and just WRITE. That way, nothing gets in the way.

Don't force yourself to write if you're not in the mood. It will just make things take longer than they need to and you'll probably get really sloppy in general. In short, don't treat it like a chore. Write because you want to.
I know a lot of people usually take down notes or write an outline first, and if you think that will help you then go for it. I usually have the general flow of the story laid out in my head already so I know exactly where I want to take it before I start writing. Sometimes I ad lib things between major scenes to keep it interesting, but you always want a clear path from point A to point B so it doesn't feel like you're just typing filler.
Getting honest feedback can be tough, especially on sites like FFN where most people will just give you general praise and rarely complain. If the majority of users on FFN are telling you something is bad then you know you fucked up. Sometimes you have to be your own worst critic. Go back and read what you wrote and try to put yourself in the shoes of an outside viewer. I always see places where my writing can improve and keep that in mind for the next chapter.
I think the biggest thing to keep in mind is settling on a solid idea and knowing where you want to take the story. Don't suddenly change tones or shift into another idea halfway through. Coherency and consistency are big factors.

I'm actually fine with how Zootopia turned out becuase of the chemistry between Nick and Judy (and I do like cutesy stuff at times - so sue me) but this is what irks me about American animation.
