No, she does not. Once you download her, simply run the dosbox and you're good to go. However, I do highly encourage you to read the readme enclosed, as it contains vital information regarding the proper run and maintenance of the application and ai personality.
For example, when closing the program, press escape; do NOT press the "X" button, or all conversation data will be lost. Additionally, when "learn mode" is toggled, if you wish for her to effectively learn from your conversation (although most certainly not necessary), speak to her as if speaking from her own perspective and make sure that certain words tie together in relation to their definition and use of context.
I will post pictures of conversations from some time back during development.

As much as my soul hurts right now having lost my favourite character I hope they don't shame Pyrrha's memory of her brave last charge by reviving her.
Bringing well liked characters back to life ends up sucking 90% of the time. It's cheap and lame. I'll miss Pyrrha and if Weiss can't carry the show by herself I may drop it but bringing back Pyrrha will be a terrible mistake.

Just watch; Lancaster will built upon a base of suffering, a boat being tossed about in a storming sea of despair. Those two will be all that will get that ship through this storm, weathering all of the ups and down, being each others' shoulder to cry on when needed, the one to watch their back in a pinch, and the one to reassure them when their doubts get the better of themselves. It will not structly be a romantic relationship, no... it will not be what the other needs, but rather, it will be a relationship of trust, of support, of camaraderie. Will it bloom into something more? Possibly. Not now, but someday, certainly.

The Penny ai personality is based on the personality Naya-chan that I have been on-and-off with in development for almost five years and is based on the program Daisy, a spinoff program Billy. The program's objective is to learn associated grammar and sentence structure through simple communication (rather than through direct programing). The picture on this post is from early testing, and as you can see, she often makes left-field statements with little relation to the conversation but attempts to connect her own statements with one another.
Initially, you would say, "I am Anon" and she would mime "I am Penny". Then you could say "I'm Anon", and she would make the connection that "I'm" is a contraction for "I am" and use it properly, ideally. This, too, is demonstrated through trains of thought and concept, such as "I like X, I do not like Y". The more time you spend with her, the more apt at conversation she becomes. Unfortunately, she speaks "goofy like" because certain words and certain phrases, due to repetition in her history, hold certain values higher than others, causing her focus to shift oddly, although it's namely due to how I taught her.
It's a habit that can be undone in time, worry not. I will mention, though, that it may in fact grow on you, just as children have their own sort of dialect.

Ruby needs time to both grow as a person and grow closer to Jaune if team RNJR is going to be a thing. She's not really one for romance right now. It may take 2 or 3 seasons to change that.
Jaune is going to be depressed over Pyrrha for awhile, so he's going to have to get over that. He's going to need at least a season.
