I really don't see it. She pickpockets, kills and deceives without complaint. I've never seen any hint of her even having empathy, besides her recent reaction to the attack. And even that isn't really conclusive.

Maybe I'm just over-analysing this because I like Emerald and thus pay more attention to what people say about her, but she seems to be really divisive. You've got some fans claiming that she'll betray Cinder and outright join the good guys (even before her comment this episode), then you've got other fans who just think she's bad.

Pyrrha's character is the "lonely at the top" archetype. She's the invincible girl, on the front of every Pumpkin Pete's. Because of all this success though, people don't relate to Pyrrha as Pyrrha, they relate to her as a champion - an undefeatable warrior. They can avoid making it Breach 2.0 just by having either party (good or bad) actually have something change overall for them. Maybe Beacon is so badly damaged that the student body gets split up amongst the different academies while repairs are underway. Here's my problem with this: I feel like this has been the way EVERY FUCKING VOLUME has ended. "The good guys have one the battle, but the bad guys still have a Keikaku for the war!" A perfect way to have a conclusive victory for the good guys while also not feeling like, "Buh, good guys are always winning!" is to make the victory costly, hence why Beacon is going to be badly damaged in this season. On top of all of that, admit it, seeing Cinder freak the fuck out would be cool and actually be surprising considering how cool she's been this entire season, and if it were to be followed by us catching a glimpse of the party behind her power, it would actually feel like a genuine upping of the stakes.

Like I said, I think some character positions are because others got paired up with incidental characters. I don't think I ever saw Reese against any actual important character at all, so she naturally won every pairup she was in, whereas Yang was often against characters I prefer. The thing is, when a match occurs affects the curve. Early any match can be made, but once it starts to get data it "assumes" based on that data. That is working as intended, but this does not mean results are as intended. This is how bit characters who get in early can shoot up in a list and even get ahead of main characters without beaconship actually comparing those two characters - which if they did the results would be different.
