It was the original concept but it was removed when the Superman editorial in the 90s didn't want it there anymore. So it got changed to them more generally being inspired by the "modern heroes" and Mon-El's legacy of adventures in the past as the seeder of planets. This was not rectified until Infinite Crisis.
But my point is that there's no reason to jump to Superman when in the comics there's been times when he hasn't been affiliated with them and Barry Allen's children and granddaughter have historically been on the team as well.

Yeah, and when Crisis hit, he was more or less replaced by Mon-El. The Legion was instead inspired by superheroes in general, and Mon-El in particular since he was partially responsible for the mass space colonization.
