AFAIK:
It started with people posting their OC teams.
Someone then had the idea to have an "OC Tournament", with the victors being decided through a website like these hunger game simulators. Some writefags could then write the actual fights(The idea was to do this doing the hiatus).
And from there it turned in to people coming up with ideas for the academy, since our OCs needed their own appearently.

It is home to the most elite of hunters-in-training, those too powerful or skilled for other huntsman tournaments. Therefore, these intrepid youths do not participate in the Vytal Tournament, for fear of seriously injuring students from other academies. If you have the skills, the training, the knowledge, and the talent, you may find yourself at Bunker Academy.
That is of course the in-universe pitch given to all the speshul snowflakes that are shipped off to what is basically the HufflePuff of Remant. It also happens to be where we keep all our OCs.

Still in love with the headcanon someone had that since Tukson was a puma he might of been Blake's brother or a close friend to her when she was in the White Fang cause cats.
He left the WF and opened a bookstore where Blake hid after she left on the train via Black Trailer. She got in to Beacon while Tukson ran his book shop and provided her with her books but with how busy and chaotic Beacon and her team has been, she hasn't had much time to read or go back to his shop.
She still doesn't know he was murdered.
Plus pumas are not considered a 'big cat' because of their ability to purr like domestic and smaller cats, making them the largest cats who can.

well I made a villain team based on video game bosses. not very good but it's something.
part 1

Faunus crime boss in charge of the koopa troopa an offshoot of the white fang. his goal is to get paid and rule his own kingdom.
His semblance is the ability to breath fire.
His weapons are the koopa klaws, a pair of clawed gauntlets attached to a large shell he can hide in and spin at will.

A former atlas scientist, the doctor was well known for both his brilliant mind and his radical, even by atlas standards, anti-Faunus politics. However his ambitions got the better of him and after an attempted takeover of atlas with his robot army was forced to flee the kingdom. Has a heated rivalry with bowser but is willing to work with him to further his plans of creating the Eggman Empire.
His semblance allows him to create a "super metal" out of ordinary metals, which combined with his genius allows him to make his massive war machines.
He has no personal weapon preferring instead to use his robots to do the work for him, though when pressed he uses on of his many mech suits to get the job done himself.

She's a Huntress in training with a huge hammer and a love of pancakes.
Together, they fight crime. But also mostly pancakes.

It's a bit of a toss up really.
On one hand, the two of them (or at least Emerald) have been shown to be incredibly manipulative.
On the other hand, from what we've seen about Cinder, I wouldn't be surprised if she sees them as expendable pawns, and I wouldn't put it past her to have kept them out of the loop as she's done before.
It would be cool for them to have not been on it. Maybe begin a redemption arc or some bullshit like that. I love it when the bad guys become good guys for a bit.

His semblance and aura are now gone replaced with the ability to commend the Grimm and use their powers along with being able to transform into a powerful battle form. Has a whip sword that burns him when he uses it.

A member of the vale council and owner of Desperado Enforcement mercenary company, this former collage football star seems like an odd fit for this gang of mob bosses, evil scientists and undead hunters. However this politician has a dream, of all the citizens of his great kingdom having the power of hunters and fighting their own battles against the Grimm. To do so he plans to let the Grimm into the four kingdoms and let survival of the fittest take it's course.
His semblances absorbs large amounts of energy and super charges his aura to ridiculous levels making him almost invincible, however ever it takes large amounts of aura to maintain so prolonged battles can leave him near death.
He prefers to fight bare handed, using his semblance to do all the heavy lifting.

But by the other token, she's not a mom-like worrywart like 3PO, and more importantly she's vastly more useful in the kind of situations a hero finds him/herself in. 3PO essentially translates, R2 interfaces with ships and doors and shit. Plus imagine the space sequences, there's almost always an RX unit on the ships that they speak with, at least in the prequels. That actually seems like a good plan. Have a single human to designate targets and figure out where to go. AI in games have so many pathing problems, and they'll attack the closest target over the one that's dangerous, so keeping them teamed with something with initiative is clever.
