This is their story, this is their plan. We finally get Dick just doing what he wants without giving a shit about others. He's not doing it for Batman, he's not pretending to work with Spyral, and the Owls are probably just to reinforce Robin War.
This is definitely continuing SeeKing's story; this is the Dick that is now good enough to recruit the the greatest of spies, as we are going to see in #17.
Maybe Nightwing will come back, but not now. I think DC will let SeeKing go up to ~50 issues like they want to.

I have too much faith in SeeKing to believe they would just let him stay dead). And then he'll likely join some other agency and take them down, too, or something. Or maybe he reforms that one (ARGUS? Slipping Dick in by having Seeley on NSS, plus with the new SS movie, it would be good for Dick).
