- One of the horns on his helmet is a wind dust powered one-time-use warhorn that can knock away objects and people with a powerful blast.
- Wears the dust knuckles, which increase his strength
- His Semblance works like the phase locket. H becomes immun to all kinds of damage for a few seconds(by phasing through things, duh). However, he cant damage anyone else during that time either.
- Wears a jumpsuit, armor chest piece, iron boots, small shoulder pads and those weird ass things Shovel knight has around his waist. All in light blue. Plus a helmet with two horns(though you see his face)
- Very athletic body, strong willed, willing to sacrifice himself for his team, always does what benefits the most people; even if he might get hurt in the process.

- Constantly wears a cheap skeleton mask.
- Doesn't use a weapon because learning how to wield it would require work.

- Speaks in puns, and admires Yang for hers.
- Nobody fucking knows how he made finished combat school, let alone in to the academy, considering his lazyness.

It makes it dangerous indeed for the Huntsmen/women, since the soldiers that would protect them would be occupied and/or taken over (plus Penny), the Grimm would be swarming, the White Fang would likely make a play of some sort, and Cinder herself would use the chaos to make her move as you described.
The good guys can easily lose everything in such a situation.
OK, I think I can safely say the storytelling is ramping up, now that we have some idea what the hell is going on after 2 seasons and change.

Considering that RT/Monty went to the trouble of developing a friendship between Ruby and Penny, I'd think that Ruby would have to be involved with saving Penny somehow, rather than destroying her. The latter option isn't entirely out of the question, depending on just how good or bad events play out.
And don't forget about the other individual's plot elements as well; they need to be progressed and resolved as well.

I think that's everyone, and I think they'd be sort of evenly matched if not for the sheer number of Atlesian robots and Grimm that seem to be amassing. The White Fang mooks aren't that tough, but waves of robots and hellbeasts? Plus fully-armed Paladins if Ironwood transferred them to Vale in the shipment that Winter oversaw? I don't think the forces in Vale could take it.
Seems like everything's gonna hinge on where the half-Power of Fall lies when Cinder makes her move, and what the person who has it does. If it's still in Amber, I think Cinder would get it. If it's in Pyrrha, they better have her on the next Bullhead out of Vale pronto. If Pyrrha is fighting, she'll either die in battle leading to her power to converge with Cinder's half, or it'll go to whoever Pyrrha is thinking of. Plus, if Pyrrha's throwing around that power during the battle, Cinder will know right where to look.

I actually had a funny cracktheory at the time (even though I knew it was because of budget reasons) that he's actually dead/missing and Yang and Ruby know that but Summer wouldn't have, so she brought a prop with her and set it far enough in the back to make it less noticeable so that when she talked to her mom's grave, she'd be attempting to be kind to her mother's spirit by hiding the truth from her.
of course, him sending Zwei to them invalidates that theory mostly, but it was funny to imagine Ruby being all awkwardly kind and not trying to hurt even dead people's feelings by working hard on a huge cardboard cutout and carrying it through Patch with people watching on her way to her mom's grave.
