Fusing covers actually have a rarity system going on. The more and rarer covers you combine the better chance you have for rarer covers, and most of the captain marvel pieces are locked this way.
It's a bit complicated but the bottom line is you will never ever get the uniform because it takes the absolute rarest covers to give you like a 2% chance of getting the last piece.

You can have ISO already equipped but the new reroll doesn't stop because it's what you've got equipped. You tell it to stop at an 8 or 6 set and it'll ignore other sets and keeps rolling.
