This was THE episode where they address Mabel's fear of change and not wanting to grow up. They had been building up on that since the beginning of the show.

I didn't care too much for Part 2 on first viewing, but after rewatching I'd say it wasn't that terrible. I like that it shows cracks in Bills "omnipotent" facade, not only through his inability to leave that hick town but also through his innate misunderstanding of the people he was dealing with.
He thought he could contain Mabel in Mabelland forever, but he was only able to keep her there because she was unsure how to deal with her impending future. He thought Gideon would be satisfied being his lackey if it meant keeping Mabel, but he misunderstood that Gideon doesn't take kindly to being second fiddle. He misunderstands that while Soos may be temporarily distracted by his "father", Soos has permanent ties elsewhere that he considers more important.
And Dipper, he thinks Dipper is basically Ford 2.0. Give him a hot lady to stroke his ego about his intellect and he's yours forever, right? But it turns out that Dip values truth over flattery, he values integrity over a short lived gratification.
And that's why Bill will lose, because despite getting inside people's heads and despite his unlimited power, he has no idea what people want.

I wouldn't mind it being filler if it did a good job developing/exploring Mabel's character, but I don't think it did. It felt very low stakes. The exception was the flashbacks which were great. But after how emotional and dramatic the Dipper and Mabel confrontation was at the end of DaMvtF, it was a letdown and felt very slight.
