The animals are primarily based on fable animals, Anon. They wear clothes because French fables from the period the story is set in made them wear clothes as well. It's not a story about anthro sex life but the authors rewriting a campaign based on 17th century french literature they played into a comic series.
Plus the Spaniard was engaged with a female female wolf at some point before the series and the spinoffs, so they do exist outside of the story.

Was this lady wolf ever shown? If not, they may have been using a french phrase meaning a vivacious or predatory woman that got translated into "wolf lady" to describe her.
