Spoilers for The Eileen Plan, the corrected Friday's episode that leaked:Mordecai, Rigby, Margaret and Eileen discuss embarrassing things from their school days. Eileen brings up a manifesto from sixth grade where she wrote she'd be president at 25, and having married someone brilliant. This makes Rigby insecure since he knows he isn't smart.
He enrolls in High School. To pass, he has to pass one science, one language, and one phys ed. The science is an easy geology class.
He attends class, and after an easy test that everyone passes (not on screen) they have to go spelunking to get through. He lies to Eileen who has been preparing a date for that day, telling her he is sick. She finds out, goes to the cave, confronts him, and runs into the cave, falling down a hole. Rigby goes after her, explains everything, and gets them out of the cave with geology. He thinks it felt good to know this, and wants to get his diploma for both her and him. She says he is okay the way he is.

Compare that to Rigby who just went with the girl who he knows to like him unconditionally even when he didn't. And that only AFTER Mordecai finally got with CJ. But no one can tell whether he went to Eileen platonically with only that in mind or also with romantic interests. The latter I think he has his own ideas about how to show them. He is far from the perfect boyfriend.
Point is he never was faced with a situation like Mordecai. But when it comes down to it, he is not shy of lying to Eileen the same way Mordecai would have rather danced around the problem with Margaret and CJ when faced with it, as seen in the leaked Friday's episode.

If anything it would have expressed itself more with a plot of getting an art degree. Quintel got rejected from Cal Arts three times or so before he was accepted. So no, I don't think that's the case, that's more baseless assumption than anything.
That the plot dragged on so much was a result of them not expecting the show would go beyond two seasons, which is why they only started having a plot with season three onwards. And even then they were hesitant, because writing a plot or development into a show that wasn't sold as such is difficult when it has mostly to be standalone episodes with wacky shenanigans while never knowing whether you'll get renewed for another season.
He does know how he wants it to end, but for that, he needs a warning from CN that they are dropping the show. He already asked them to tell him in advance if that's the case, so he can give it an ending instead of an end.

I don't think Eileen was ever supposed to be an underdog. I am actually glad that she is more than just "dorky nerd girl" like it looked initially. It's just that she is a bit too perfect with her flaws not being well defined, recurring or sticking out too much.
Out of the three, CJ is probably the most balanced when it comes to character and flaws. Even though, aside from her flaw, she is not too different from Margaret.

At some point in the show, Margaret was teased at the end of the episode. She's now a news reporter. Several episodes then focused on how awkward everything is with CJ, Mordecai and Margaret. My issue is that they wasted dozens of episodes across several seasons just for them to decide they were friends. Margaret was even into the idea of them getting together again, but then, "Nah my career and stuff." Weak as fuck.
If you can't deliver on those big moments, which clearly they cannot, then don't even do them. Something that isn't given with Mordecai.
The show is still about wacky shenanigans, and the sort of romance and characterization you want would take up far more of the season than they can give. And while not perfect, I think they are doing their best they can with what they have.
