what are some good anime character with good clothing that wouldn't be really seen as cosplay when your out some where?
like naoto from persona 4
or some of the characters from mekakucity actors.

Some of them will definitely have more flashy outfits/characters but overall have most characters wearing casual looking clothes.

How about Shidare Hotaru? I get the feeling I'd be able to walk into Ross and pick out a pencil skirt, and frilled blouse that's reasonably accurate for around $25.
Her choker can be bought separately and her headband is just a black one with a black rose glued onto it. Tights are available from your department store and Mary Janes can be found easily.
