Right click this pc, press manage, press disk management, in the top menu press action, create vhd.

Set a location and a name, doesn't really matter, you can change it afterwards, then select vhdx and dynamic. You want to set a very large size, Like 1T. Shit expands, and you don't want to set this shit up again.

The container doesn't take up all the space you set, just what you fill it with, so don't skimp on the size.

Right click on the new disk you found in disk management, press initialize disk, use gpt.
Click on the black bar of the disk and create a volume. New simple volume, just name it whatever.

Easiest method I use to encrypt my data is to buy windows 7 enterprise and then use the BitLocker programming that will encrypt your data drive, it will give you a code that can only be used to de-encrypt the hard disk so keep it safe and never give it to the police .. Say you lost it if any1 asks for it!

That's likely not going to work for him because he likely has the Standard / Home edition of Windows. Bitlocker is only available in the Pro and Enterprise editions of Windows.

He would need to encrypt with a third part application like TrueCrypt or GPG.

If that is done, click select file, go to the file you created earlier, click mount, enter password, tadaa, you now see it as a hard drive, but it's encrypted. When done with the files in your container, press dismount in the veracrypt menu.

Yes, to dumb it down, it means that he was probably forced to create a master key to hand over to the authorities, for example, 123456789.
Now if they enter that key, the files are decrypted. This means that the average layman can't get in, so if the container is to keep out your mom, it doesn't matter. If it's the goverment or 1337 hackers, it's a problem though.
