Outside of suffering from the perennial jRPG curse of being too fucking long, the mother series doesn't deviate far enough from the anemic mechanical design of the turn based hegemony of its time. The reason I think undertale's story is inherently better than almost any other video game story is because it is respondent to your decision making, and indeed to your mechanical decision making rather than merely narrative yes/no pathing. Whether the storylines possible in undertale are better from a sheer writing perspective than the those in the mother series is more subjective, but the difference in critical quality is the presentation.

More is not better necessarily with regard to endings. Or rather, it is, but the number doesn't matter if the nature of them isn't interesting. Chrono trigger's endings are basically determined by when you choose to fight the final boss upon his becoming available, which is clever just because it's literally a game about time travel but doesn't exactly compare to undertale's more direct realization of consequences through gameplay.
Also, undertale has more than three endings. Neutral/genocide/true pacifist are the generally understood ones, but neutral has a ton of variations within itself.

Civ is turn based, EUIV plays in real-time. Diplomacy is far more important in EUIV. You have somewhere in excess of 35 different diplomatic options.
Your chosen country also changes your playstyle radically. Aside from the bonuses they receive (like Civ) you also have different government types, different religions and the size/placement of your country can mean a lot. A big country like France plays differently to some tiny-ass citystate like the Vatican
And thats the tip of the iceberg. Trade mechanics, colonization, combat, everything is different.

Siege stat is relatively rare and lends a bonus to when you're besieging a province with a castle.
Since sieging takes time it leaving you rather open. If you have to move your troops you lose your progress. A general with the siege stat is worth it's weight in gold.
