For any big organization not having insurance and just paying for what comes is usually cheaper than having insurance.
Just think about it: Insurance companies make money. if you take a thousand insured people as a whole they are losing money on paying for insurance. For the individual buying insurance is a safe guard so that you don't get screwed if its your house that burns. But proabably your house won't be the one burning.
For large organizations they ARE those thousand people and thus will only lose money on buying insurance.
