No. ToC is indeed trash, they barely bothered to develop it's level design. ICC is one of the best raids, it's challenging with deep mechanics and fun bosses and in most of them one bad player will be enough to make the entire raid fail.
PvP is also really good because of all the complex mechanics this patch had, but I can see the flaws in it too. Warr Pal has a spike on 2s while lock sham comps shine at 3s, PvE gear is way too relevant and SM is a thing.
S5 was neat too and probably more balanced, except for DK's, but it wasn't as fun.

I've been out of the scene but private servers as of today have had really good quality, despite lacking in playerbase.
If you want vanilla go Kronos, if you want TBC go Excalibur. Wrath is the xpac I'm mostly experienced with, if you want the best overall but low playerbase go Truewow, if you want a little more playerbase go Gamers District. If you want a server with impeccable raids but terrible PvP go Dalaran-WoW.
I suggest you stay away from Warmane, it's a black hole that sucks in players, it has a huge playerbase but the server is terrible with all it's bugs, clunky core and the fact that the average player is retarded. Their staff won't do much to maintain you play there unless you open your wallet.
Warmane Blackrock realm is worth checking though, it has another staff team, but the server is insta level cap, insta whatever gear you want, meant only for arena.
