I'm not op, but even I can tell you no. It takes place just before the events of ANH. Obi-wan is on fucking Tatooine. Solo is nowhere near the rebellion and Fett's been dead for over 20 years.

This movie focuses on the Death Star plan heist but also covers what is happening at multiple fronts at the same time the Death Star is being assaulted in a new hope. In order for the attack on the Death Star to be successful the movie also launched attacks on two nearby imperial bases in order to occupy those forces and not have them attack yavin. One of those bases is where Thrawn is located and basically wipes out the rebel force attacking him. He then sends ships to the Death Star but arrives after its destruction.
