I went to these hot springs and put my Galaxy S5 in a zip loc bag. The phone is already water resistant on top of that.

Get a DSLR with a Sport mode, put it around your neck like you're just holding it en route to something else, point the lens near them, and hold down the button as you walk by. Works better in a noisy place so they don't hear the shutter.
Sort out the 50+ pictures it takes in the 5 seconds you held down the button at a later time.

GoPro quality is shit. A $300 DSLR will take 15MP+ pictures in decent quality because of the CCD size, so out of the 50 pictures you snapped while discretely walking by, you're going to get more usable ones with a sharper image.
GoPro in Video mode is going to give you more frames, but each of them are going to be 1920x1080 tops, without any decent optics or a large image sensor, so they'll look fuzzy as shit.

Plus if you're at an event where people are already taking pictures (sports, fireworks in the summer, beach, etc), the crowd is used to seeing people carrying DSLR's on a neck strap all the time, so it's already fairly inconspicuous.
You can even get a remote trigger that sits in your hand or pocket, so you don't have to physically push the button on your camera. Just leave the thing danging from your neck, face the subject, and hold down the button to take rapid fire shots, all in 15MP+ quality. Then sort it out later.
