Absolute best out rn is the nexus 6p IMO stock Android so it will always be buttery smooth, some of the best hardware available, you get updates from Google as soon as they come out.
But if you don't want to spend 600$ then I suggest going with the Oneplus Two. It has the best hardware you can get for the money, excellent build quality and near-stock android. Really your best bet for anything sub 400$.
Samsung and Motorola also make some excellent phones.

Pretty good phone. Im just not a fan of the LG skin over android. Idk it doesn't make it cumbersome or anything I think I just don't like the icon pack.
